Well, you are correct and that is how the developer Toru Iwatani Namco came up with design for the PacMan Arcade .  Creating the most well known arcade game ever made. There were even TV shows and Christmas Stories featuring Pac-man.  Pac-man also has a long line of follow-up games such as Ms Pac-man, Baby Pac-man, and J.R.
